This error is usually caused by some sort of problem with your payment method. It can happen in any application that you try to make a payment for but was unsuccessfully processed.
- Make sure to check that you are using a payment method that is certified by Google Play, view them here: https://support.google.com/googleplay/answer/2651410
- If you used one of the supported payments, try to make a purchase in some other application. You can cancel the payment later, but this is to check wether issue is woth Google or your application.
If there is an issue with your application then you should check for updates in Google Play or contact customer support for your appplication.
If there is an issue with Google Pay, then visit https://pay.google.com and check for alerts in the top right corner(bell icon). You can also find some clues to what happened in the Activity tab by clicking on a declined payment.
